According to the Environmental Protective Agency, the formal definition of Risk Based Corrective Action (RBCA or “Rebecca”) is: “A streamlined approach in which exposure and risk assessment practices are integrated with traditional components of the corrective action process to ensure that appropriate and cost-effective remedies are selected, and that limited resources are properly allocated.” In other words, managing risk without remediation to the cleanup target levels.
The goal of RBCA is threefold:
- Protection of human health and environment using institutional and engineering controls
- Practical and cost-effective application of risk-based decision-making
- Consistent and technically-defensible administrative procedures
