Founder and president of Environmental Risk Management, Inc. Steve is a former two-term president of the Florida Environmental Assessors Association and has served as Environmental Committee Chairman for the Florida Petroleum Marketers Association and Florida Retail Federation.  He was a founder of the ASTM Subcommittee E50.06 on Environmental Forensics, and he is on the Board of Directors of the Florida Ground Water Association. He is on the technical and legislative committees of the Florida Brownfields Association. Steve graduated from Geneseo State University of New York and the University of Florida with Bachelor’s and Master’s degrees in Environmental Studies, respectively.

Barry Murphree, PG

Principal Geologist

Mr. Murphree is a licensed Professional Geologist with extensive professional experience in environmental site assessment and remediation investigations. Mr. Murphree graduated from University of Mississippi with a Bachelor’s degree in Geology. Work completed under Mr. Murphree’s direct supervision in his role as a Florida-licensed professional Geologist has included a full range of soil and groundwater assessment and remediation. Mr. Murphree’s remediation experience includes the following: multiple remediation strategies: soil excavation, Air Sparge (AS) and Soil Vapor Extraction (SVE), biosparging, Multi-phase Extraction (MPE), bioremediation, chemical oxidation, hydraulic containment, free product recovery and treatment and Natural Attenuation Monitoring (NAM). Mr. Murphree has also presented soil and water quality data collected during active remediation in Operation & Maintenance (O&M) Reports and used data to evaluate the progress of site cleanup. He has used these data to optimize system operating parameters and maximize remediation efficiencies and effectiveness, thereby decreasing cleanup timeframes and costs. His responsibilities at ERMI include: technical supervision, project oversight, project management, upper-level technical report writing, remedial design, report review, data interpretation, client communications, scheduling and management of personnel, mapping, field sampling/oversight, contracting, training, business development, expert witness and testimony, and marketing.

Tim Terwilliger, ME, PE

Principal Engineer

Throughout his professional career, Mr. Terwilliger has been involved with all aspects of various projects, from performing various sampling protocols to planning, budgeting, reporting and project management.  Mr. Terwilliger’s experience includes model development, regulatory compliance, due diligence, assessment and remediation of contaminated sites. He has managed the regulatory compliance of more than 15 sites in South Carolina and currently manages approximately 20 projects in Florida.

With hundreds of signed and sealed documents under Mr. Terwilliger’s direct supervision as a Florida-licensed professional engineer since 2001, his design and oversight experience has included the full spectrum of assessment and remediation requirements, including remedial action plans, modification designs, excavation and system construction oversight, natural attenuation monitoring plans and no further action (NFA) requests.  With this breadth of experience, he has achieved NFA status for more than 130 contamination releases.

His responsibilities at ERMI include: Project management, upper-level technical report writing, remedial design, report review, data interpretation, client communications, scheduling and management of personnel, contracting and training.

Carol Ann Cioban

Project Analyst

Mrs. Cioban joined Environmental Risk Management, Inc. in 2005 and has over 30 years of experience in all areas of finance and administration with increasing levels of responsibility during her career. Her current duties include all aspects of daily operations. Overseeing revenue policies and procedures which include accounts payable and receivable, payroll, as well as a variety of human resource duties, workers compensation and insurances. Resolves administrative problems by coordinating preparation of reports, analyzing data and identifying solutions. She assists with client relations, qualifying subcontractors, report editing and publishing, project support and analysis. Mrs. Cioban develops administrative staff by providing information and experiential growth opportunities.

Priscilla Richardson-Rude

Administrative Assistant

Mrs. Richardson-Rude joined Environmental Risk Management, Inc. in 2017 and has over 20 years of experience in administration and finance related fields in addition to I.T. support services. Her current duties include accounts payable and receivable, computer installation, software, hardware, maintenance and repair. She assists with report editing and publishing, along with project support, as well as other aspects of daily operations.
